Cabarrus Health Alliance
(formerly Cabarrus County Health Department) is a public
health authority created by the Cabarrus County Board of
Commissioners effective July 1, 1997 and is governed by
a seven-member board, composed of representatives of the
Cabarrus County Board of Commissioners, the Cabarrus
County Medical Society, the Cabarrus Physicians'
Organization, the Cabarrus County Board of Health, the
NorthEast Medical Center Board of Trustees, and two
citizens at large.
The Cabarrus Health Alliance
provides services at the following locations:
1307 South Cannon Boulevard in Kannapolis, our Home
Health and Dental services at 280 Concord Pkwy S
in Concord, and The Logan Community Family Resource Center, 298
Lincoln Street, SW in Concord. To learn more about available health

Career Background: Pilkington became Chief
Executive Officer and Public Health Director of the Cabarrus Health
Alliance in July 1997. He previously served as Health Director of
the Cabarrus County Health Department from 1981 until 1997.
Education: Pilkington received his B.A.
degree in 1973 from The University of North Carolina at Charlotte,
his M.P.A. in 1974 from North Carolina State University, and his
D.P.A. in 1988 from the University of Southern California.

Pilkington serves as Chairman of the Juvenile Justice Crime
Prevention Council, Executive Committee, Cabarrus Partnership for
Children, Executive Committee, Healthy Cabarrus, Regional HIV

Advisory Committee, M.P.A. Advisory Committee, University of North
Carolina at Charlotte.
Personal: Pilkington was born on August 20,
1951 in Gastonia, North Carolina.

Center for Excellence in Municipal Management at the George
Washington University and as a Professional Affiliate Member of the
graduate faculty at the University of North Carolina at Charlotte.
